Sales tax revenue across the Keystone Gusher coverage area remained nearly even with last year in July, while use tax collections climbed nearly 40%. The region's communities recorded a mixture of gains and losses, with eight reporting higher sales tax returns and four receiving less than in July 2025.
Sand Springs and Drumright recorded some of the strongest year-over-year sales tax gains in the Keystone Gusher coverage area in July, while Mannford experienced a sharp decline from the same month last year.
The 12 communities received a combined $2.08 million nearly $2.09 million in July 2025. The decline was largely driven by Mannford, where sales tax revenue fell by more than $111,000.
The increase last
The Oklahoma Tax Commission's July 9 distribution companies fi ling electronically reported actual sales from May 16 through May 31 and estimated sales from June 1 through June 15.

Cleveland
Cleveland received $220,435.49 in sales tax revenue, up $4,064.07, or 1.9%, from $216,371.42 last July.
The city’s use tax revenue rose more sharply, climbing $4,910.08, or 20.8%, from $23,552.34 to $28,462.42.
Drumright
Drumright received a combined $107,348.90 in sales tax revenue from its portions in Creek and Payne counties. That was an increase of $25,421.55, or 31%, from $81,927.35 last July.
The Creek County portion generated $103,241.33, up from $79,718.41. The Payne County portion brought in $4,107.57, up from $2,208.94.
Drumright’s combined use tax revenue increased $4,936.30, or 33.8%, from $14,615.06 to $19,551.36.
Hallett
Hallett received $3,003.96 in sales tax revenue, down $926.72, or 23.6%, from $3,930.68 last July.
The town received no use tax revenue in either reporting period.
Jennings
Jennings received $11,497.95 in sales tax revenue, an increase of $684.45, or 6.3%, from $10,813.50 last year.
The town reported no use tax revenue in July 2025 or July 2026.
Mannford
Mannford received a combined $160,667.34 in sales tax revenue from its portions in Creek, Pawnee and Tulsa counties. That was a decline of $111,259.89, or 40.9%, from $271,927.23 last July.
Most of the decline came from the Creek County portion, which generated $150,887.16, compared with $262,175.63 last year. The Pawnee County portion declined slightly from $760.24 to $737.57, while the Tulsa County portion increased from $8,991.36 to $9,042.61. Despite the sales tax decline, Mannford’s combined use tax revenue increased $15,050.31, or 55.4%, from $27,158.62 to $42,208.93.
The Pawnee County portion accounted for much of that growth, rising from $3,408.96 last July to $18,519.86 this year.
Oilton
Oilton received $21,524.16 in sales tax revenue, down $6,015.94, or 21.8%, from $27,540.10 last July.
Use tax revenue also declined, falling $3,724.77, or 41.8%, from $8,913.33 to $5,188.56.
Pawnee
Pawnee received $66,349.42 in sales tax revenue, an increase of $8,944.03, or 15.6%, from $57,405.39 last year.
The city’s use tax revenue increased $3,649.47, or 31.1%, from $11,748.13 to $15,397.60.
Prue
Prue received $5,342.86 in sales tax revenue, up $333.94, or 6.7%, from $5,008.92 last July.
Use tax revenue climbed $715.23, or 70.7%, from $1,011.53 to $1,726.76.
Sand Springs
Sand Springs received a combined $1.48 million in sales tax revenue from its portions in Tulsa and Osage counties. That was an increase of $68,282.08, or 4.8%, from $1.41 million last July.
The Tulsa County portion generated $1.44 million, up from $1.38 million. Revenue from the Osage County portion increased from $32,472.05 to $41,121.37.
Combined use tax revenue rose $79,393.73, or 44.5%, from $178,325.93 to $257,719.66.
The Tulsa County portion generated $217,204.23 in use tax revenue, while the Osage County portion brought in $40,515.43. Both portions recorded substantial year-over-year increases.
Shamrock
Shamrock received $377.38 in sales tax revenue, compared with $45.84 last July. That was an increase of $331.54.
The percentage increase was more than 700%, although the unusu- ally large percentage re. ects the town's small revenue totals.
Shamrock received no use tax revenue in either period.
Terlton
Terlton received $1,461.87 in sales tax revenue, up $351.13, or 31.6%, from $1,110.74 last year.
The town reported no use tax revenue in either July distribution.
Westport
Westport received $552.83 in sales tax revenue, an increase of $145.98, or 35.9%, from $406.85 last July.
Use tax revenue increased $812.20, or 47%, from $1,726.84 to $2,539.04.
