Creek County commissioners approve rezoning requests, grant extensions and join opioid settlements

SAPULPA, Okla. — The Creek County Board of County Commissioners on Monday approved multiple rezonings, extended two road grants, and authorized participation in two national opioid settlements during their regular meeting Monday.

Commissioners Newt Stephens, Zach Moore and Jerrod Whitehouse voted 3–0 to transfer $45,425.54 within District 1 highway funds from FY 2024–25 to FY 2026 accounts.

Chairman Stephens announced a public hearing slated for Sept. 22 on S. 215th W. Avenue in District 3 was postponed to Oct. 14. He said the item will be republished and notices remailed.

The board advanced four land-use items recommended by the Creek County Planning Commission and staff: Resolution2025-138(CCZ2179) rezoned 3.85 acres at 25751 W. Highway 66 in Kellyville from Agricultural to Commercial for a familyowned camping/RV store. Planner Wendy Murray said there was no opposition and the tract meets Commercial standards.

Resolution2025-139(CCZ2180 with lot split CCLS3078) rezoned property at 7891 S. Highway 97 in Sapulpa from Agricultural to Light Residential to allow a split into tracts of 1.42 acres and 1.09 acres. An existing home will remain on one tract. No opposition was reported.

Resolution 2025-140 (CCZ-2181 with lot split CCLS-3078) approved a split at 20933 W. Hickory Drive in Sapulpa, creating a 1.0acre Light Residential tract and a 9.0-acre Agricultural tract. The site is not in a flood zone, and no opposition was reported.

Resolution 2025-141 (CCZ-2178 with lot split CCLS-3070) approved Light Residential zoning at 6655 Riva Ridge Road in Tulsa for Tanner Consulting. The concept shows 13 one-acre lots on 16.626 acres, with another 2.744 acres also meeting Light Residential standards. Attorney Charles Wilkins asked the board to wait for a judge’s ruling regarding homeowners association covenants; landowner counsel Andrew Shanks presented a conceptual site plan and noted prior planning approvals. Stephens said the projectfitscountyregulations and the comprehensive plan and emphasized that any forthcoming court ruling would control and could require the applicant to return.

In other business, commissioners awarded Bid 26-2 for three-month asphalt and emulsion products and services by district.

The board authorized the District Attorney’s Office to join two new national opioid settlements — Purdue and Secondary Manufacturers Direct Settlement — and to establish related subaccounts. Assistant District Attorney Andrew Goforth said the funds are local dollars with amounts to be determined after the October closing; expenditures will follow previously approved opioid spending guidelines. County Clerk Jennifer Mortazavi said account creation will proceed by resolution.

Commissioners approved a Central Technology Center gun range usage agreement for District 1 for FY 2025–26. Stephens encouraged other entities to schedule the new facility through secretary Karen Smith.

Two REAP grants tied to Oakhurst projects were extended to Sept. 30, 2026: Contract 230221 for an asphalt overlay on W. 61st St. S. for $103,100, and Contract 240224 for repaving nine blocks of S. 65th W. Avenue for $150,000. Moore said the extensions are needed to complete the work.

Through Resolution 2025142, the board updated receiving officers for the Bristow Volunteer Fire Department, removing Joseph Fisther and Bryan Deshazo and adding Wade Snelling and Steven Marlow for accounts 1321-2-82002005 and 1321-2-8200-4110.

A utility permit for ONE Gas Inc./Oklahoma Natural Gas was approved to bore a 3–4 inch line beneath W. 71st St. S., approximately 671 feet west of the northeast corner of Section 9, T18N, R12E, in District 2.

On American Rescue Plan Act projects, Purchasing Agent Jana Thomas reported final troubleshooting is expected this week on the jail water control system. The Town of Oilton remitted $107,000 toward its water/ sewer project; outstanding items remain with Turn Key and Guy Engineering, Thomas said.
